Abstract

Civil construction is an engineering production activity that is closely related to
the cost of the work. The study in question was characterized in favor of controlling the cost of public works, enabling the identification of problems during
activities developed in public works, which have arisen repeatedly due to poor
planning or poor practice of the bidding process. This paper intends to introduce
concepts about the phases of public works, analyze the cost factors that influence
measurements, and expose where the lack of planning influences the paralysis
of the work. This article was based on bibliographic studies related to cost
engineering, articles, and technical texts related to civil construction.The analysis
performed throughout the work demonstrates the modalities, values, and phases
of public works, carried out before the bidding process, based on the Bidding and
Administrative Contracts Law, no. 14,133, April 1, 2021 and Bidding and
Administrative Contracts Law, no. 8,666, June 21, 1993. It is concluded that the
main reason for the paralysis of public works occurs due to the lack of supervision
in each stage of this process.
